Overview
Introduction
TTC is an SDO (Standard Development Organization) in Japan. With the decision of the Ministry of Internal Affairs and Communications (MIC) telecommunication system committee, TTC has been commissioned upstream activities to all SGs of ITU-T (except SG3 and SG9) and TSAG from Japan to pre-deliberate the contributions from Japan and to prepare a draft Japanese action policy to the ITU-T meetings and to make draft Japanese contributions as needed. In addition, TTC has been a qualified SDO by the ITU-T as defined in the recommendations A.5 and A.6 * that can refer to ITU-T recommendations as a standard.

Mission
TTC is an incorporated association that contributes to standardization activities in the field of information and communication technology (ICT) by developing and disseminating standards for information and communications networks. It thus participates in the creation of a safe and comfortable society supported by the rapid development of ICTs.

Process of establishment
The enactment in 1985 of the Telecommunication Business Act introduced the market mechanism to the field of telecommunications. In October 1985, The Telecommunication Technology Committee (TTC) was established with three primary objectives: to engage in standardization concerning telecommunications, to disseminate standards and to contribute to the vitalization of the telecommunications sector. The scope of the TTC’s standardization activities subsequently expanded in parallel with the development of information and communication technologies, leading, in June 2002, to the Committee redefining its activities as “standardization pertaining to information and communication networks” and changing its Japanese name accordingly. The TTC has since restructured its organization to that of a general incorporated association in line with the Incorporated Association Act after obtaining the approval of the Cabinet Office in April 2011.
